Are budgies cuddly?

Yes and no, unless you get a Budgie and a very young age, the most they will do cuddling wise, is sit on your hand, head, arms, shoulders, etc…

If you get a Budgie very young you can teach it to enjoy laying in your hands or on your belly and whatnot.
